Did they expect this to happen? Probably not. Is it allowed? As of how the system currently works, it can, yes. I'm personally not surprised some FCs "hoard" housing that way (They send members into "alt" FCs to rank them up to 6 and get a house). It gives them more garden spaces for themselves (I suppose), and whatnot. Honestly, I don't think that's worth it for how much of a group of asshat it makes you look, but people do it because they can. :/

It's why auto-generating districts are the answer. The scenario of buying up multiple plots to start a new instance already occurs, but instead of spawning a new area for people to get stuff in it locks people out.
That would be fine, if SE's servers could support it. However, as was already referenced AND sourced earlier in this thread, this is not the case. SE has already stated that their servers dedicated to housing are already at capacity, and have already also announced that until heavensward, they do not have the required funding to make the substantial upgrades totheir infrastructure. Its really a problem with having under a million subs according to the October 2014 Eorzea census (since it isn't already referenced, http://forum.square-enix.com/ffxiv/t...ea-Census-2014.) since I donjt really want to explain my math over again, ill reference my own post at http://forum.square-enix.com/ffxiv/t...=1#post2523532 for that. I detail out those numbers there.
now, I'm not saying FFXIV is a dying game, by any means. Quite the contrary, its rapidly growing, and seems pretty healthy for the long run. However, as most modern game companies do, they have the lowest grade servers that can possibly support the current playerbase. They are also shoveling so much of the revenue into HW development, that they cant really upgrade right now.

I donno if I said it in this thread or one of the other threads, but I can accept that auto-generating districts aren't in place because they don't want their servers to light on fire. But as a gameplay design element, they should be the end goal. Looking at housing districts as they are now and concluding it's a good state of affairs going forward is something that shouldn't be considered. This is a flawed system that I can accept as an incomplete implementation, but this isn't design that should be thought of as complete. Or even good.
Hyperion plots tend to go within a few hours of a ward being added.
I don't know what your source is but I've played in both Exodus and Gilgamesh and Gilgamesh is clearly more populated. There are no more small houses available in any of the wards in Greg. There are a few large houses and maybe about 1-5 medium houses available.
Did Exodus really have unused plots? Hyperion filled the first day or so (except for the Goblet, because the Goblet)
Balmung says to stop toting yourself as the largest NA server. Balmung is the largest NA and NA Legacy server tops. Gilgamesh is probably the largest Non Legacy NA server. I know this is a 2 month old post but if Exodus has plenty of housing left then you are not the largest NA server as far as population goes. Balmung ran out of houses completely in all wards, all sizes, all subdivisions by the middle of February this year.
