Gear Sets and Action Bars Refuse to save properly

Having a huge problem getting my gear sets to change properly. I can get them setup and fixed in-game, and they work as they should after I've taken the time to re-arrange them and place the correct gear where it needs to be. After I logout however, and relog in, the sets don't work anymore, and my action bars are back to how they were on my last login. I'm not sure why they stopped updating and saving properly, but it's getting a bit too ridiculous to continuously swap them out manually. It takes so much time, whereas everyone else clicks a button and it swaps out all of your stuff.
I looked through here, and several google searches, but I couldn't find a case like this, so if this needs to be posted somewhere else I apologize, but it seems like it's a file not saving itself properly on my computer somewhere.

If you are on a PC (assuming here) this can happen when the user you are playing the game on does not have admin and/or rights to edit the files under documents > games > (respective ffxiv folders). This will also happen if the game or PC crashes out instead of a clean method, or you lack the required memory space to write to those configurations stored client side.

That file path was very helpful! Although I did what you suggested about making sure I had Admin privs (which I did). So I double-checked it. and still no go. Then someone in my Free Company suggested just deleting those files, and letting the game create new ones for me. THIS WORKED. The only negative about it, was I had to re-configure everything lol. But it did work!!! Thanks for the help!
