My vision of a new queue system.

For simplicity sake we'll just say the benefit is keeping the lore since we all know SE probably won't get rid of it and as seen in the other thread there is a good number of people that want it to stay as well. I tried my best to come up with a reasonable solution that would fix queue times and stay within the confines of the current system. I think my proposal would do just that and be easy to implement.
