Lol I totally agree, It would be similar on primal. However, Instead of showing "overage" I think it should start a whole new bin so all those "extras" would have a duty finder that looks like the below example. (Of course if there were drop outs in the other match it would ideally swap you back into the almost full match based on a timestamp for when you entered the que, first come first serve).
72 Man Slaughter (this would be a clear indication that you should probably look for something else to do unless you don't mind waiting, or check battle boards, or do arenas because ideally this system would apply to arenas as well so you can see whos waiting)

At the very least this would give players visibility into the imbalance in GC population and give them more incentive to swap GCs to even teams out and make queue times faster. It would also let the overpopulated GCs know that ... maybe you should do PVE stuff for a while until things die down in your GC.... Right now, we simply don't know anything regarding GC PVP populations making the decision to switch that much harder.

Q times and instances seem to have rebounded from free play weekend. That was a rough weekend.
The Q system itself is still broken. It makes no sense. I know there are enough PvPers out there to get pops every 15 minutes or less. These 30+ minute Q's need to be looked at!
I also think restricting the FL Roulette to single player is hurting this system more than it is helping. I PvP with friends. I like variety. Yet, I am punished for these things. Light Parties should have access to the PvP roulette.
And, remove the GC restriction. It's creating issues. A mercenary system would be fine. That helps people with the RP mindset. SE is losing a lot of potential PvPers because certain GC's just suck on their datacenters. No one wants to lose ALL the time.
