He doesn't really have a lot to say that his thralls don't convey for him. The nature of Dalamud means he has been in a blind, raging fury of anger for millennia.

Not many primals have a lot of important to say ( that garuda laughter). Who knows, he might come back similar to other primies. But ye, its seems to me bahhy was just a shell of his former shelf. Now if we were to travel back in time to face bahhy as a real dragon..
