In all honesty, you haven't explained how you would like cooldown penalties to be handled, or... much of anything (perhaps most crucially whether we can swap gear other than the weapon itself mid-fight, without which you still cannot change between dps classes after level 50 -- casters, healers, and tanks only). Depending on what assumes within that grey area, one would be able to swap to Ninja after finishing their Chaos Thrust combo with woven jumps in order to put up its DoTs with Heavy Thrust still rolling atop Poison bonuses complete with TA-Kassatsu-Raiton, return to DRG for Heavy and Phlebotomize, CDed Thrust combo, reapply CT, use the remained of the 30% B4B on Mutilate and Shadow Fang again... maybe even throw in some Bard DoTs instead of doing anything direct damage oriented at all... so on and so forth, wherein you become a freakish hybrid phasing through distinct styles without coherency aside from role maximization. (Within the above dps role, Monk likely would never see use simply due to its native GL mechanics...)

To answer yours, you should not be allowed to switch class during engagement. Meaning you can only switch during non-aggroed periods of dungeon. And in terms of cooldowns I feel it's fair that all the cross class cooldowns remain on cool down such as b4b, or raging strike. the non cross class skills should be off cooldown such as benediction.
And in terms of gear swapping, you can already do it in dungeon with your current class gear. So the current sync system works in this situation as well.
The purpose is not to change the core gameplay, if anything it's just to give the engagements more dynamic and options. Yesterday I was in AKHM as a monk with a FC mate, he just came back from 2 month break and was having a tough time on last boss, and the tank wasn't quite up to par for end game content either. I told the guys to kick me so I can come back as summoner so we had 1 extra battle rez. If we can class switch in dungeon, we wouldn't had to do that.
Ok, so you could have just clarified that when you said "In Battle Class switch" you really meant to say "Out of Battle Class switch". That I wouldn't have had a problem with, as it was really the "in battle" part that made it untenable. (Or perhaps you're the one who should have gone back and read your own post again.)
They could allow switching classes in duties with the same restrictions as doing so in the open world (out of battle only, and with the same skill cooldowns) plus the additional restrictions of remaining in the same role and at a level (or iLvl) that's permitted in that duty.
