My ping as EU player is 140-160 ms and it's fine all time. A few moments on tuesdays when a full of players play the game, to do coil.
You need watch videos about ninja NA/JP and EU ninjas, where mudra lag, low your dps and others jobs too.

The most annoying is "watching your dots and see 3 secs left => 4 secs left => 3 secs again => 2 secs..."
