Dealing with mana

I do....I have an infatuation with hydromancy from some previous MMOs I really enjoyed, so I have got all elemental affinities to 40, then keep the umbral affinities of ice and earth at 105 with water at 120.
(50,50,50,104,104,115 at this moment)
Anyway,so I do use drown to debuff water affinity and I often use water II...... anyway, I have a play style that focuses on debuffing, more specifically on umbral, and even more specifically water.

so investing 70 pie to get your dot to tick for 12 more damage? lol. or am i reading it wrong?
