So I'm confused about this expansion

First off, it's not even supposed to be out yet, and I'm hearing things about Amazon selling it? Second, will it be necessary for me to buy it through the SE store? Because I play on PS4, I'm not entirely sure about how I buy it when it's available. I would think console players could buy it from gamestop. Lastly, I can't find a clear answer for this, but can it be preordered?

Amazon don't sell it yet. You can pre-order it. And the price at Amazon is a placeholder

Retailers like to get you to pre-order the pre-order . I believe you must buy the Playstation version to access Heavensward content, because Sony only sanctions what they can be paid for :P (also quality control and many other things, but money is nice lol.*). You should be able to buy the Playstation version from many retailers, including SE though.

*Edit: Said this in consideration of players who may play on both PS and PC

First item in the list is Heavensward, you can see it says "email list" (right below the image, or if you clicked on it to the right side of the pop up box). Join the wait ^^

We actually don't know this. Unless they sell it on the PSN store, Sony has no say over how it's used or what it applies towards. SE could easily make the expansion an account-wide unlock since it's not technically doing anything different to PSN's current duties.
But again, we don't know the details. Possibly because they don't.

If I wasn't clear, it was a joke "sanctions only what is paid for" though they can and used to require large sums of money for any update to their games. Also, I said I believe- it would sound very business savvy to require that it goes through your form of profit - so I believe that you will need to buy the Sony accepted version if you were to use a Sony system. Also Sony has a lot of say on how things are done on their system.

FFXIV is on their system as a whole, but Sony doesn't own SE nor does it own the account system.
It would make sense financially, but from a practicality standpoint it would be bad form to require your customers to buy two sets of the expansion for a single account, since the expansion is functionally (from an account status and server load standpoint. Remember that even if you don't buy the expansion, you still download most or all of the files) no different than the weddings or cash shop items, just much larger.

Sony doesn't need to have rights to the game to charge for updates (though I believe they stopped that practice to encourage more developers - at least for indies from what I've read), it was just an example of the far reaching power they may have - you may come in with your clothes and the rights to your clothes but it is their house and their contracts go deep. I think SE would just deal with it by making the PS4 version work for either, but I'm not certain the PC version would work for either just because of contract agreements SE may have with Sony - and SE is not necessarily in the upper hand to bargain "welp I won't partner with you then" lol. So I say I believe because if you were to buy one and you used a Sony console, it would likely be safer to go for the PS4 version. Again I didn't say it was a fact, and saying "we don't know" to "I believe" is both accurate and a bit "yes, that was intended". Unless you felt like I was conveying it as a fact, which could have been my bad of wording. Then let it be known everyone, I meant "I believe" and I said it out of the likelihood of getting the crap end of the stick that you would be less likely to lose by getting the Sony protected version.

It would be awesome if either worked for either though, that would be my preference - I just have business faith Sony would have at least tried to do something about that.
