No, it currently only applies to World of Darkness and Final Coil, as those are the only two raids with loot lockouts. You can Need/Greed as much as you want anywhere else.Wait.... So what OP is saying, is ever since ST it never crossed his mind to actually read the lock out rule and now he is wanting more gear because of his own impulsive behavior? No bueno.
Loot system for final coils and WoD is as good as can be expected, after SE want people to play the content for as long as possible. Undoubtedly they will follow the ST example in due time, but for now the system is pretty fair, and, to the OP, dude, really? Rolling on gear for a class u don't have ranked is kinda dumb imo, especially as it cant be desynthed or traded for seals. Rank that bard!

I want to gear up war, drg and whm and I can actually roll on something without the entire god damn party rolling the highest priority they can on literally every single piece of loot, even for shit they'll never use for a class they haven't even hit level 1 in, or gear that is a blatant downgrade to what they have on

Winning an item locks you out of rewards until the next reset... it's that simple. It has been stated in the patch notes and I think it even warns about the lockout before you roll it.
On the other hand, I think they should just remove FCoB chest lockout and replace it with 1 win per week. A person can go weeks of T10-13 without any gear...
Having actually read all the replies I won't repeat what others have said, but I will add something:
Up until WoD I had never ran into the loot lockout. Not all of us started at launch, or are we hardcore raiders. I still have not finished SCoB. So due to me moving at my own pace if I were to have come upon WoD without reading the patch notes it would have probably surprised me. It did not though as I do read patch notes.
Again, WoD is the first dungeon I have come to that has loot lockout still in effect.

As much as we hate it, it is here. And it will stay here until SE releases it, like they have in the past. The lockout is fine. It is the gear generator that is broken. It is a large pool of gear to choose from with only 8 players to provide for. Many times it delivers gear that hits the floor....many, many times. I think the adjustment needs to happen on the generation side, not the lockout. Gotta keep people playing the content for a bit.
This past week was a casual week for me, got in about 35 WoD's or so, looking for the caster hat. It dropped once. I lost to the other BLM that had the DW head piece and wanted it for his retainer.....so that was awesome. The disappointment in this situation is not his need over mine, but the fact that out of the 35 runs only once was the hat generated. So to not bang my head up against that wall again, I greeded on the NIN body that dropped and won, figured I needed it more than the floor.
It is what it is though, right?
