Even the busiest servers have times of day open for Character creation. I was able to make an alt on Balmung for an event around 5:30am on a weekday. Not always open then I'm sure, but don't try during prime time for starters.

Either create a character when there are less people online or have them roll else where and transfer over asap. The server isn't *completely* full, you can still get on it, just have to do it at a time wherein you can't possibly end up with a queue. (ex: the wee hours in the morning.)
It sucks, but that's Legacy Servers for you. Hyperion is hard to get onto but still completely possible. (At least we aren't Balmung, you are lucky to get onto that one ever with a fresh character. :P)

Adamantoise players are well aware of why we get occasional server full errors and server-lags.
Our server is diseased! We're infested with bots, lots of bots, all over the place (visible, invisible, in the walls,
floors, and places real players cant go to. They're like cockroaches, just like their owners.
---- Level 50 THM battle-bots
---- Level 50 Black mage battle-bots
---- Gathering bots
---- Fishing bots
---- RMT Real money transfer bots (at moogle mail or invisible)
---- Friend-request bots
---- The never-ending stream of RMT spam-bots.
---- and the insidious "getting personal" spam bots.
