You yourself have highlighted the main issue as to why most players cannot find a static: Most established statics are on farm status for at least 1-2 fights by now, and exclusively recruit other players who appear to be on farm status. Teaching a player mechanics that are hideously easy to succeed at when the rest of the group is in order is labeled as 'carrying' but what most raid groups won't admit is that it really means 'risk reduction for new recruits'.

Players not formerly in a static are severely hamstrung on what means and resources and connections they have to players in the right mindset to be in a static. Most don't even know where to begin with organizing a static and most that try fail within weeks due to lack of attendance or social connections for viable, capable replacements. Conversely, players who have already 'broken in' to having a static have less and less of those barriers due to experience in how organization works and social connections they form with other capable, trustworthy players.

Amusingly, those same statics regularly complain about a dearth of 'good' players to recruit into their groups while rejecting even half the viable population to fill them outright.

It's a self-fulfilling prophecy not unlike the US job market. Telling people to hit the bricks and find a job isn't going to help when how we make jobs happen is fundamentally flawed.
