I have opened and closed approximately 200 Support requests, both before and after patch 2.5, to report RMT advertisements in the last 30 days. Before 2.5, following the "Close" procedure on the replies caused the flashing Support Message Notification to be removed. Since 2.5, the flashing Support Message Notification is constant, even after following the "Close" procedure on all replies in Support Desk > History.
The flashing Support Message Notification briefly disappears when joining a dungeon party. But within moments, the "Your Support Desk query has been answered..." message briefly appears in the middle of the screen, and the flashing Support Message Notification appears and persists, while in the dungeon.

Character Name: This issue always happens with all my characters, on all servers. Originally noticed on character: Siwan Tarian
Race: This issue always happens with all my characters regardless of race. Originally noticed on M. Miqo'te.
World: This issue always happens with all my characters on both Leviathan and Behemoth servers. Originally noticed on Behemoth.
Class/Level: This issue always happens with all classes and levels on all my characters. Originally noticed on 45 PLD.
Area and Coordinates: This issue always happens in every area at any coordinate.
Party or Solo: This issue always happens in both parties and solo.
Steps:
1) Login to game
2) Wait a few seconds
3) The "Your Support Desk query has been answered..." message briefly appears in the middle of the screen. The flashing Support Message Notification appears and persists.
Here is the process I use to Close a Support Desk report:
1) Right-click the "[Reply]" message in Support Desk > Information > Recent Replies & Notices, or in Support Desk > History.
2) Read the reply and select the "Close" button.
3) A window appears, asking "Close this issue?" Select the "OK" button.
4) A window appears, stating "The issue is closed." Select the "OK" button.
Nothing I do, including following this "Close" procedure for all cases listed in Support Desk > History, will cause the flashing Support Message Notification to be removed.
