Low Level Roulette needs to allow Preform Parties

I like low level Roulette the way it is now. Here's why: Low Lv. roulette was meant to help leveling players get better Q times. I do low lv. roulette everyday on heals because I feel its my way of giving back to the game and the community. The tome payout is good enough for me. If you allow preformed parties, you pretty much destroy the point of Low lv Roulette. It wouldn't help anyone but high level players.
