Low Level Roulette needs to allow Preform Parties

Let me preface this by saying I understand the intent behind the LLR not allowing preformed parties. That being said it's no longer serving it's purpose.

Just because the DPS queue times are long doesn't mean that it isn't serving it's purpose. This is the result of a new dps class and no new tank or healer class (mostly tank).

Trust me, if tanks could grab 2 dps from their FC and jump into the LDFR it would be much, MUCH worse for dps in the queue.
