I also missed the skill speed I had from lv110 soldiery/2nd coil gear (was around 420), and just like you, I also have some crafted lv110 VIT/STR accessories that I made myself (so it was almost no cost at all since I grabbed all the mats and had most if not all grade IV materia I needed)

Pretty much none of the Ironworks nor Dreadwyrm gear has skill speed, and the lack of it was really noticeable for me in FCoB on Warrior. (skill speed went down to 350-ish as i upgraded my gear)

Ironworks and Dreadwyrm have tons of parry, so i removed a lot of those from my relic and put skill speed instead. (I have 390 skill speed now)
    I'm very glad I did, I don't regret it.

Thank you for this topic, I feel better knowing that I'm not the only one who felt that way about warrior skill speed loss on 2.4-2.5 new gear.
there is lots way you can get that needed SS for war without putting anything on weapon

That's the beauty of the relic weapon. Some people will swear by det/crit. Others with acc/det/crit and yet others with SS/whatever. Nothing wrong with putting SS on there.

And as for "swapping on the fly" - well you can't do that in battle which makes it useless. Stacking STR only accessories is fine for older content or maybe even WoD. If the OP, or another player, is in FCoB progression, you'll want that VIT. So STR+VIT accessories are very handy. Increases tank DPS and every bit counts when all of these fights are tight DPS checks.

The weapon is the best way to get your ACC and SS caps as long as you wait for random drops. If you don't need the stats anymore because of a new item, you can always remove them again.

WoD pants could help temporarily with skillspeed.

The way I see things is that the i110 accessories will increase your Strength by 90 over your base. This is more than enough extra damage. My plan when I finally get these accessories sussed out is to get Fending Accessories(like you, Strength IV is half the price of Vitality IV on my server) and toss Skill Speed III's into empty slots. That should toss me over 400 Skill Speed no matter what I'm wearing. And, regarding the whole 421 thing:

380 speed will get you the 9 hit Zerk if you really time things right.
400 speed will get you the 9 hit Zerk most of the time, even if you're late timing the buff.
420 speed makes the 9 hit Zerk almost effortless.

Of course, your personal latency must be taken into account. Figure out what number you need to make it easy and stick around it

I put 33 Skill speed on, which was upgraded to 36 when I put it back on my Ragnarok. Then today my turn 11 gloves dropped. So I'm pretty well set now

I put SkSp/Acc/Det/Crit on mine to stay flexible for new content. We'll see how that works out : D lol.
