I kid you not, I saw a guy in Slaughter who only did 1,300 damage. HE HAD SIX KILLS.

ONLY 1,300 DAMAGE. TOTAL. FOR THE WHOLE RUN.

And then there are people who have 100,000 or more damage and 0 kills. Who do you think contributed more? The person doing over 100k damage? Or the person who jumped in at the last second to get the kill instead of them?

Certainly that guy isn't putting his Battle High to any particular good use.

It was probably a healer... and their kills were probably from knock offs... so the person with the kills contributed WAY more sinc ethe person with 100K would have never survived without the healer that was healing and got 4 knock-off kills.

This is ignoring how flawed Battle High is for tanks and healers, as if they are going to be kill shotting all over the place. I guess it's probably better that healers don't get Battle High since they are already crazy high priority targets, but still.
But you get to be first on 'damage dealt'...

There could be some extra points rewarded to you for that (not sure if that's already the case).

I agree, I've caught myself waiting for the kill attack to steal a kill to get battle high. It shouldn't be like that, imagine if PVE was like that. That would be silly

Killing is what gets you points, so if the player stole kills from the other team, for example, he was VERY useful. There are also some dps that are VERY ineffective. If you don't kill the target, damage is useless.

I'm all in for assists, but that doesn't mean a "sniper" can't be very useful.
