Garlock Spawn Conditions

Garlock's spawn conditions are all over the place. Anyone got one that's somewhat reliable? The only thing that seems reliable is that he won't spawn on rain given the description. Here's what I have right now on theories:

1. 9 weather changes (just spawned at 12)
2. 200 minutes no rain (spawned way longer than that)
3. One sunny weather after another (was cloudy)
4. 4 days no rain (this seemed to match closest)

Not sure what to believe :/
