Moenbryda definitely did NOT have the echo, if that's who you're talking about. It was very obvious during the cutscenes that she couldn't understand the Ascian.

Which isn't foolproof, as we know Minfillia has the echo but was (before 2.5) unable to understand Ascian speech.

Minfilia understood Elidibus but was attacked for pulling a weapon (Which was aparently taboo/illigal since he was an Envoy aka Messanger. "Don't shoot the messenger bro") How ever Tataru who dosn't have the Echo couldn't even see Elidibus let alone hear him. So there has to be a reason some can see them and others can't in addition to The Echo giving us the power of Omni-Linguistics.

And the Echo varies in what powers it gives people; not everyone has the same echo-abilities. Also, the Archon-scions can see the Ascians...but do not have the Echo

I don't think it was real clear on weather she failed to understand his intention (She did pull a knife on him after all) or weather, like Moenbryda, she ligitly had no idea what he was saying (But Moenbryda didn't like the way Nebralius said it that's for sure)

Minfillia doesn't show any understanding of Elidibus until after he switches away from the Ascian language.
