This is actually not true. Quite a number of games use in house GUI development styles, and of those that don't more tend to gravitate towards Flash using the Scaleform interface these days.Why don't the devs just open the UI to user mods? If it's programmed in LUA, which most user interfaces in games are, then moderating which functions can be used and which cant is easy. Problems like font size should not be a developer issue... it's a waste of time when a user could just write 1 line of code and be done with it. =/
Maybe this isn't the right thread but... this thread is just one of the many examples of why a moddable UI would be an excellent idea. Font size being a "ways off" is kinda silly.
