    That's exactly what it appears to be. Their priorities seemingly lie elsewhere at the moment. The game is still fairly new however. If you take a look at other games like world of warcraft, their arena system wasn't even released until the first expansion. But they did have several battlegrounds and dueling to compensate. Something we don't have.
