    I thought Limsa would be the youngest since Merlwyb was the one who banded all the pirate groups together under the same flag... though I may have missed something.

    Im not well versed with Limsa, but that does sound familar but there are tales of pirates from the city going back awhile such as Mistbeard, it could well be the youngest but Merlwyb seems to of organised it into a working city more then founded it.
