Help! Can't join a different server!

I'm creating a new character in FFXIV, but when I get to the world selection screen, I cant change the server world. I already have one character in Chaos, Ragnarok. I want to change to Elemental, Tonberry. It's not letting me switch from Chaos to Tonberry.
Is it because I already have one character on the Chaos server?

First of all, if you have the "Entry" subscription, you'll only be able to create one character on each server.

Second of all, did you hit "Data Center" before hitting "Start"? That's where you switch Data Centers. iirc, you're on the "Primal" Data Center, so go back to the menu and hit that button and select "Elemental".
