Flying mounts in 2.0 locations

Hello,
according to this "There are currently six flying mounts in development. One of which, a dragon, will play an important part in the story (think the Magitek from 2.0) and is featured in the Heavensward Collector’s Edition as a high quality figure. You will be able to take off and land anywhere in 3.0 areas." I have a question, which probably haven't been answered but maybe someone here has any info about it..
Are we going to be able to use flying mounts in 2.0 locations? If not, I hope there will be atleast some lore reasoning behind it, otherwise it would feel pretty weird.

One of which, a dragon, will play an important part in the story (think the Magitek from 2.0) <--- I would rather say it's the dragon which you get as a minion in the story from 2.5. At least it looks a bit like a dragon mount that was already shown.

And from what i know only the 3.0 areas allow open world flying so seems no flying in old areas. Except maybe like with the floating mounts. I rather wonder how many of those mounts might be changed into flying mounts in 3.0 since it seems like a think they might do just to save some work.

I believe that they answered this already, but you will not be able to do this in the 2.0 areas, only in the 3.0 areas. Reason being is that the 2.0 areas were not created with this in mind and they would have to go back and change quite a lot to allow this functionality.

If I recall this was also going to be a flying mount.

And back to topic; I for one dont want this to turn into WoW. So I hope they will never allow flying in 2.0 areas.

i personally do not want flying in the 2.0 areas. they were not designed for it, there would be no point to it and you would never see anyone walking on the ground again save the noobs.
on a different note i hope the flying system is really dynamic not just up down and forward, i want to be able to swoop and twirl weave through the air!
