1. Better queuing: It takes an incredibly long time to enter FLs, even with a party (which I've heard can sometimes make it worse). Anyway this can be sped up or fixed?
2. New death penalty: Players shouldn't be penalized for dying, this is PvP, you're going to die ... a lot. I think the WoW rez system for PvP would be perfect.
3. Rated matches: A simple solution to the gear sync is to make rated and unrated matches for serious and casual players. This way, everyone knows what they are getting into beforehand.
4. Duels: Something to kill time with, it's fun, and it teaches people their class. It's a nice intro to PvP for beginners and those who are intimidated by the idea.
5. 25% damage decrease across the board: Everyone is dying too fast. And yes, this would make healers harder to kill but healers aren't supposed to be easy to kill. CC should be chained, moves interrupted, and big spells silenced to take them down. It's easier than it sounds really.
6. Duration of tank LB increased: I think the damage reduction is helpful and can help mitigate burst but it doesn't last long enough to accomplish that. Or make it so the tank takes a significantly reduced amount of damage but all incoming damage his target/party member receives is transferred to him.
7. Sleep nerf: At the MAX it should only last 5 seconds with diminishing returns. Sleeping a whole team for half the match is broken.
8. Separate lockouts: If you leave a FL it shouldn't block you from doing dungeons as well, all this does is increase wait times.
9. Increase healer LB range: It really only works if everyone stacks on top of you. Which is akin to saying, "HEY! OUR HEALER IS RIGHT HERE!"
10. Interrupts for casters: Being interrupted is fine but being interrupted EVERY TIME you get hit? No. Interrupts should be allocated to certain moves and that's it. Push-back would be welcome in place of interrupts as well. If two melee are on me and Equanimity is down my best bet is to sit there and die because I'm not going to be able to get off a cast.
11. Remove pve elements: I came here to kill players, not drones.
12. New/smaller maps: Capture the flag is fine but when you spend 2mins going from node to node its a big hassle. Having smaller FLs might also help with the queue situation, instead of having all 3 GCs fight it out, smaller matches between 2 GCs might be better. It's less chaotic and can alleviate a lot of lag.

14. Remove queue penalty: Not accepting 3 or more queues a day results in a 30min queue penalty. This isn't cool, especially when you're already waiting 20+ mins. That's an entire hour gone, being able to que for PvE and PvP separately is also welcome.
15. Nerf cometeor damage and radius by 50%: Broken beyond belief.
16. Remove Attunement: Healers arent tanks and this seems like a really poor fix to the interrupt problem. And this is coming from a SCH.
17. Replace PvP system with skill tree: It allows characters to differentiate themselves and it removes the pointless grind of the current system.
18. Change PvP rewards: The reward for doing pvp isnt wolf marks but pve currency? Uh...

And yes, I know Square doesn't have PvP high on their priority list but I think this is a mistake. It takes no time whatsoever to get geared for endgame and I don't think most people are inclined to constantly wait around for new content. The main advantage of PvP is that it has near-infinite replay value. It's an excellent tool to keep everyone preoccupied and doing something fun, it'll extend the time people are willing to play and will give the development team a little leg room because everyone isnt constantly blowing through new content. It also requires much less effort than designing multiple dungeons and quest.
