    Graphic Device(s) Mobile Intel(R) HD Graphics is an issue, btw. These are not "real" graphics cards. Try disabling Windows Aero / DWM. That seems to help, and I am guessing is one of the things that is most likely to be different between two windows user accounts. Give it a shot and let us know if that works.
