I'm an avid hunter, loved the idea since patch notes, was a long time player on FFXI and I was excited to hear that FFXIV would have NMs randomly spawning. Wicked.
That in mind, the system is flawed, for better or worse, no point changing it now. If you want more "instanced" content, request SE to add more Guildhests before changing the Hunt. Sure, they drop Twine, but it's no different when Oil was available and everyone was grinding for their 110's. I'm part of 4 Hunt LS and an avid submitter, I still miss hunts. On Zalera we try to make it fair for everyone involved, but sometimes that is not the case, and ppl lose out. Instead of stiff upper lipping it like an adult, ppl /shout expletives and act like immature brats, kind of like this thread. Call it what you want, disguise it as an "Idea" but this is comparative to that person missing out and crying about it. They're random content, if you miss one or do not get full rewards, suck it up, look for the next hunt.
I think ATM seals need improve but not hunt itself... ^^;
A simple redesign of how A and S rank hunts should be easy enough to achieve. Increasing their HP by a scaling factor that is based on number of people near the mob is a great idea. This makes the fights longer (allowing more people to get there in time) and also makes it more interesting.
I am on Sargatanas and most A ranks die within 10 seconds. S ranks are around 30 seconds. This is not much of a window to get there. Sargatannas also has one very notorious early puller whose name I cannot mention due to forum rules. I can; however, say that his name was inspired by the dragon ball z series
This behavior has actually led to many of the tanks in the community resetting mobs when that particular guy is involved. Steal aggro, pull away from spawn location, reset for the win.

While i do believe that the hunt marks could do with a hp boost, or a general difficulty upgrade, I do believe the only way to deal with the issue is for the community to band together. Let the early pullers get mauled, mark their lifeless body, and name and shame in linkshells. Think its got to the stage were people will happily kick repeat offenders from linkshells, and the general knowledge of this being a potential consequence will make many think twice about that glorious first hit which for some reason appears to bestow the perpetrator with full marks
They could also add a buff to hunts whereas all damage does 0 or 1 for 30 seconds on pull. Could give more people time to actually get there. I'd imagine dynamically setting HP based on population could be a nightmare to program, especially with how bad it gets at S Ranks.
Change B-rank Mark Bill to be bi-weekly.
Reduce reward to 50 Allied Seals.
Change A-rank to require GC issued Mark Bill.
Make it weekly and require a full party for credit.
Increase reward to 500 Allied Seals.
Decrease respawn timer to 5 seconds.
S-rank remains open world.
Increase reward to 200 Allied Seals.
Increase respawn timer to 48 hours.
