I wouldn't be surprised if it was Eureka. I bet there will be a quest where Cid finds out about a secret entrance at the bottom of Crystal Tower, We'll have to get the Eureka Key from Doga and Unei. Maybe they'll rehash some of the bosses to be harder? Better Rewards?
Also that Kefka's Tower sounds like it would be cool.
Although looking at some upcoming stuff from 3.0 (Kain Minion/Cecil DRK head piece) Maybe they would try to do Tower of Babil, Or something else from FF IV.

My guess it's going to be that mountain with a floating peak as the next 24 player raid dungeon.

The Chaos Shrine from FFI. We already use the Warrior of light motif and it can easily be split into 3 different raids. Garland being the final boss of the ruined shrine version, the idea of a temporal rift allowing you to go back in time to the original version of the tower allowing you to fight the four elemental fiends and a final part that is the true chaos shrine with chaos being the final dungeon boss. Could build off the idea a lot more but a bit tired right now lol.
An honorable mention would be Pandaemonium from ffII


will probably not happend, but i will have loved lea mundis from vagrant story, since it's from ivalice, it's still a possibility and will be amazing... but don't fit the theme of heavenward.
but imagine a city that you must explore little to little for find it secret.
magitek factory will be more when we will get closer of the empire, not really for heavenward sadly.
