Is he really a bad guy though ?
Ulda'h is crowded with beggars, refugees from different places. Ulda'h being the richest of the 3 Cities, most of the survivors of Bahamut's wrath gathered there. When Ala Mhigo fell, the refugees went straight to Ulda'h. The city is so crowded with people in need, that the Ala Mhigan live under a rock in the desert... And well, Ulda'h is kind of racist on top of that.
Could the city really afford a new wave of refugees ? Moreover, helping them in any way, woud that be fair to the other struggling to live in the streets for years ?
He did side with Lolorito, but not for the same reasons. (whereas Teledji "helped" them because he needed them...)
Well in the case of the zombies there is one zombie outside of the Hildebrand quests that behaves similarly to them. Hab(? Hob?) the zombie man at the end of Southern Thanalan who gives you the Cactuar Cutting minion shows the same sentience as the zombies within the Hildibrand questline.
If I recall correctly Godbert appearing in that cutscene is a flag based on if you did the 2.2 Hildibrand quest prior to 2.2 Main Scenario which mentions that he took the place for Mr.Robes. (If you look at the Gamerescape preview Godbert is there). I wish I could actually check but I don't have any lvl 50 alts I haven't run through the MS and Hildibrand already.
And who is to say GSM (and other DOL/H) can't use LB!? Have you tried to.![]()
I agree with this, Ul'dah really can't afford more refugees, the city is at breaking point as it is, bringing more refugees in would have meant the Ala Mhigan's would have been sidelined in favour of the Domans, which would likely result in riots and general hatred of the Domans, I mean, the Domans are in a much better place now than they would have been if they were taken in by Ul'dah. Is he really a bad guy though ?

Not being allowed into Ul'dah ended up being the "right" choice for the Domans since they were accepted into Revenant's Toll and helped build it up.
Also, yeah I don't recall seeing a hooded guy at any Syndicate meetings and that was because my version of the cutscene includes Godbert unhooded.
I agree with this. Godbert never speaks during the syndicate meeting where the Doman's are discussed so we have no idea what his motives are, but from our encounters with him in the Hildabrand quests we know at least something of his character and he doesn't seem like the kind of man to turn down a call for help without cause.
I also think it's possible that in his free time (the Hildabrand quests) we see one side of him and that when at business (the syndicate meetings) we see the more serious, pragmatic side.
A true paladin... will sheathe his sword.
From Godbert's point of view (And yes I saw him in the Syndicate meeting as well, not Mr. Hood) it may have been "I'd like to help the Domans but I can't help the Alamhigans as it stands. It wouldn't be right to help these people and ignore the ones that have been here for 5 years with no aid from us."
From a political stand point it may actually be likely that that was how most of them were thinking (Other than Lolorito who thinks all outsiders need to go die in the desert and leave him to enjoy his luxuries in peace). Even if some or most had wanted too (I think Godbert stayed but I'm not sure) they couldn't in good faith help the Domans when they had spent 5 years largely ignoring the plight of the other refugees.
So it was simply a bad political move. The entire reason the Prince wants the Domans and Alamigans to inhabit Carteno is so he can use them as slave labor to uncover Omega which he probably intends to use as a war machine to conquer both the Syndicate and Sultanate alike. "Today Ul'dah, Tomorrow all of Hydaelyn!!! BWAHAHAHAHAHAHA!!!!!!!"
So we have Godbert and Raubahn as the "good" syndicate members and Lolorito and Teledji Adeleji as the supervillains. Where does that place the other two (the Roegadyn mining boss and the Lalafell in yellow)? They hardly get any screentime or mention.
The Lalafel in yellow is Dewlala of the Milvaneth Sacrarium, counterpart to the Ossary. Don't know much about them except that they imprisoned the Black Mage quest guy and are related to the Nald'thal stuff.
The miner is Fyrgeiss, lead of the Amajina & Sons Mineral Concern. We don't interact with them much directly, but we do encounter their vice foreman Deep Canyon, and his son Wide Gulley, during the Miner's Guild quests. Arrogant and corner-cutting hard drivers, prone to using others to settle a vendetta, but ultimately honorable.
It's also possible (most likely) that Godbert was one of the Syndicate members to financially support Alphinaud and his Crystal Brave program.
