Steps:
1. Teleport to East shroud
2. Discover I no longer have sylph quest (was removing failed leves but accidentally abandoned a regular quest)
3. Talk to Voyce, only to trigger Dialog "Could there be a more fascinating subject to study then the sylphs? each day is a veritable treasure-trove of discovery and delight!"
4. Under journal looked under sylph quest to find that Voyce of concern was last completed, leaving Pilfered Podlings the next quest, witch is provided from Voyce.

I actually have very little rep. this is the third quest for the sylphs, witch it seems i have lost due to accidentally abandoning it.

You cannot get the next quest before you have maxed your current reputation. It's the same with all the other beast tribes as well.
