That is why, but it's utterly meaningless in this day and age. It made sense when MMO death came with massive penalties, but now it doesn't matter in the slightest. The same thing can be said for restrictions on teleporting when aggroed; "Ho ho ho you can't warp away, you must fight, flee, or DIE!" as if being able to tell the zone trash to get bent and warping back to town somehow lets a person get over on the system.
