Have you talked to a normal mail moogle lately? When you first talk to one they will confirm your carrier level which might trigger the quest to appear at the chief Mail moogle

Try going to Central Shroud X,16 Y,18 Sorrel Haven. Speak with NPC Marcette and do any quests she has until you unlock thwack-a-mole. After completing thwack-a-mole check for the moogle in Limsa. Hope this helps.
