Freeze has some applicable uses actually. in turn 9 try this out - when darnus jumps and you are in ice already, start precasting freeze as he is about to land, the result should be a freeze on landing which adds a tiny bit of dps to you! Other than that small obscure detail (useful while in ice, while mob is jumping) it is practically useless.
The point of blm having great burst is so that you can "Kill the enemy before the enemy can kill you". bliz 2 is already good as it is, I see no point buffing a skill that you rarely use. If any one needs a buff right now, It's summoners. Deal with it and stop complaining about every single little thing

Black mage is just like WoW's balance druid. You move though phases of high damage (astral fire) and low damage (umbral ice). If anything blizzard spells should have less potency and fire spells more to maintain the average.
for the "monsters close ground fast, blizzard 2 -> run further" blizzard has heavy for 20sec. Start with ice and just transpose -> build up AF with fire and it's in most cases its dead before it can hit you more than 3 times. As for blizzard 2. If you'd want to implement that to your aoe rotation, it would have to be buffed alot to be dps increase versus F3>F2...>Flare > B3 repeat. So blizzard 2 should just be the way it is.
Another note: Lethargy. it has Slow+Heavy and if I remember correct it's on 30sec CD, shoot a fire 3 and instantly pop lethargy on the monster you're to solo and continue with fire until it's dead.

If you Swiftcast it, it goes off instantly, so you can at least hit a moving target with it. It's useful for CC on enemies that can't be slept. I found it handy in SV and AV.
However, once you are out of low level dungeons, you'd have to be pretty desperate to waste a swiftcast on it when you could swift a Flare instead.
SE should really change Freeze to have zero cast time. Then it would be a lot more useful.
Or, now thinking on a new idea, have it give us instant Umbral Ice III upon use.
