Well the combo is 150 + 200 and Impulse Drive is 180 by itself... I usually just use ID either before a combo or after.
May wanna see if someone who mains LNC/DRG knows a better answer. I know there's a Dragoon rotation thread in the DPS section, though it is geared towards endgame content. You can still have a look at it, though.
If you've figured out that - right now - Impulse Drive spam is stronger than your base combo? Congratulations. You're A. more investigative than the majority of your peers (for a distressingy long time), and B. Correct. If you want to maximize your DPS, your rotation is to maintain Heavy Thrust and spam Impulse Drive. Yes, exciting, I know. It's mostly an awkward consequence of not having all your moves yet.
When you hit 18, you will want to use your 1-2 when Life Surge is up, as activating that on Vorpal Thrust will do more than Impulse Drive and make up for it. Otherwise however, this won't change until level 26 - and especially at 30 you'll start seeing Lancer get significantly more complicated and involved as you get more and more tools at your disposal.
If you want to make it more interesting, consider bringing in additional moves from other classes that you may not always have access to or otherwise use. Archer's Straight Shot, Archer's Venomous Buff, and Marauder's Fracture are various attacks that, while you will eventually phase them out, can be cross-classed into Lancer to provide you a more interesting rotation and increase your DPS.

Impulse Drive used to be positional, so you had to be behind the target to make proper use of it. Dragoons fell into disfavor after ninja was added because dragoon required much more positioning, so they removed a lot of the positioning requirements. That is how we got to the current state.
Otherwise Garlyle pretty much covered it. The 3rd part of the combo has a potency of (I think) 300 so the combo becomes altogether better at that point if you can get off all 3 attacks.
yeah, its a pretty close call at low level since the buff, but yeah, definitely switch if you have lifesurge and full thrust especially available
i think in later levels impulse has something combo off of it, but once you get full and life surge i'd only use impulse in situations where you expect your combo might get interrupted (like in satasha for example, the clams; when they close, they are invincible and it will break your combo)

And Chaos Thrust at level 50 combos with Disembowel for a damage over time effect. The "main" combo is still better for burst damage but this is why "perfect" dragoon rotations get so insane...

Straight potency wise you are and in a real scenario, correct. TP effeciency, which at the level to you'd be considering doing this is normally a non factor, incorrect.
TP effeciency
ID*2 = 360/140 = 2.57 or with ht 2.83
Tt/vt = 350/130 = 2.69 or with ht 2.96
ID is your sprint at that level, TT/VT is your marathon run.
