I don't think so, but who can say for sure. I can't speak for the dev. team, but I think this question may be akin to asking if the stormtrooper that forgot what droids he was looking for was the same stormtrooper Chewbacca backhanded on the Death Star. We know very, very little about Ascian "underlings," and how many strong the army under the fourteen Ascian overlords actually is remains unknown. Unfortunately, that makes it impossible to determine how likely it is that any two tasks were assigned to the same underling.
