How does the queueing system work? Is it just seriously bugged? Does pvp rank matter?

So I just queued for almost a whole hour (58 min) with a character on pvp lvl 45, BLM, Flames, on English only, Slaughter only, join in progress checked.

A FC member, who is the same on everything except his pvp rank is 39, queued 45min after I started queuing got a pop ~15min in. So I'm at 1h with no queue at all, and the FC member has got a pop after 15min. I'm not even in his match when I waited all that time.

How does that even happen? Is pvp rank taken into consideration during the queuing process? I had do withdraw my 1h long queue and then re-queue to get into my FC member's match since his team was missing people.

I'm tempted to just spam queue and withdraw to pop the in progress matches at this point.

Edit: It also happened on me and the FC member's alts. Both our alts are on adder, with my alt at pvp r45 and his pvp r12. Same queueing as before (language, slaughter only, in progress checked, etc). I queue for 1min:45s, no pop. He queues and get's an instant in progress 0min. Why doesn't the first person to queue in first get the pop? If pvp rank is penalizing the queue times, I'd swap GCs to reset my rank because all I want to do is play the goddam match.

Your rank doesnt affect your queue time for both frontlines, thats for sure. Nobody can really say if it is bugged or not, but i would always suggest do reenter the queue after you have passed 30 min.

I just got out of a situation where I was queued ~2 minutes longer than my same GC friend, we both ONLY queued Slaughter, checked JIP. He got a queue 5 minutes in, I missed the JIP chances. He gets out of the match, Queues up, I'm still sitting in Queue at 25mins, he gets an instant pop. I drop Queue, re-Queue, miss the JIP, leave the Queue up, he gets out, Qs, instant pops, I didn't get a pop, so I logged off.

No, none of his pops were JIP. I was on Skype with him.

No, I didn't drop my Queue over and over.

Yes, he was getting queues without waiting over 30 seconds in between matches. Whilst in the 60min span I got 0 matches.

If it's not bugged something is seriously wrong.

I really think they need to introduce a new way to que. One where we can see who is quing for what so we can more easily decide what to wait for.

I have witnessed the same thing as OP, and I am also rank 45.
