Actually, when I want to create a new character on Balmung, I have to first create it on another server (usually Cerberus as I'm from Europe), then pay $15 to have it transfer over to Balmung because there are always so many people logged in that I can't seem to be able to create my characters directly on Balmung
you can create new char's during off peak hours. i've done this with 4 on Sargatanas and 2 on Tonberry
