    A solution has already been proposed by the dev team. You will be able to participate in old content with fewer players than they were originally designed for.

    Low level dungeons essentially repurposed as solo player dungeons, with the possible inclusion of NPC allies from a grand company.

    It was also suggested that raids such as Labyrinth of the Ancients could allow fewer than 24 players to participate.
