Hunts were originally designed to be tackled by smaller groups, not the entire server. You'd get a group, go out and hunt an enemy and defeat it. They were working "properly" in 2.4. But once again, someone decided that people just won't do the content they added in if there's no "acceptable" reward from it. So they threw in the upgrade items again.

When the content was first announced, it sounded great. Then we saw the execution and I avoided it. It's not what I expected, and I dislike meaningless zergs. Then 2.4 comes, and the rewards are less (but still fine for me) and fewer people are involved. This was perfect. They were far more fun in 2.4 because they were done only by a few dedicated players. Come 2.5, and the same crap that happened in 2.3 is happening, except it's even worse than it was then.

I'm all for trying to get people upgraded to catch up, but it's not quite catch up period just yet. I'd have left that for the last month before Heavensward is released. There's no need for i130 gear just yet, and I hate to feel obliged to have to join in the hunts to not affect my static group.

Again, it's one of the worst decisions made.

But the enemies don't need scaling up. The rewards need reducing (i.e. remove Carbontwine at least) so less people do them. Adding more HP just makes it harder if it happens to be quieter (like during non-prime time).
