They are % based mitigation therefore they are always scaling with the exception of stoneskin since it's effectiveness is tied to target hp it's semi-scaling. Raid damage both (single and AoE) isn't staying the same is also increasing with newer endgame content.

edit:There's no logic in the argument you are making ost. On one hand you point out that heals are getting stronger and then say that mitigation should also get stronger...um...hello balance. It's like a tank saying "My HPs are getting super high nao, but my CD %s are not increasing".
