I think hes trying to teach us something.....Without our powers though its hard to say honestly what he wants us to learn.

I have a feeling it's something like Oha-Sok in the WHM story in 1.0. He isn't there to grant us any power or protection, he's there to judge our actions and determine whether we are deserving of something.

What that something is though no one can really say.
