given his lines and the fact that people are already calling him and the dragons "anonymous," I'd say he's just an enormous (literally) troll.

yeah that method of storytelling really annoys me. Big mysterious powerful thing does some magical mumbo jumbo to you that screws with you and doesn't explain why.
After he did that, if I were my character, I'd tell the garleans and ishgardians to bomb him until he's even more glass. Why should we listen to someone who'll take 10 minutes to explain how his kids want to burn things but won't take 5 to explain what he did and why?
What im wondering is why Ishgard is being butt hurt about dragons they never in the slightest bit explain why...yeah that method of storytelling really annoys me. Big mysterious powerful thing does some magical mumbo jumbo to you that screws with you and doesn't explain why.

so its kinda suspicious
I think one nation's animosity towards gigantic fire-breathing monsters that take a small platoon to dispatch is less mysterious than we're giving it credit for. It probably started with one of them killing someone important on the other side and just kinda snowballed from there.
It's been going on for a LONG time, too, since the taboo on getting lovey-dovey with dragons is already "ancient" by their standards.
It's explained pretty clearly (from the Ishgardian POV anyway): one thousand years ago, Halone appeared before a bunch of the people living in the mountains and the highlands and told them to go make a city in the middle of the Sea of Clouds. While they were building the bridge to this city, Nidhogg, the leader of the Dravanians, attacked and killed their leader. The leader's son attacked Nidhogg and ripped the dragon's eye out, and the big lizard ran away to lick his wounds. And that's how the war started.
Well that is only in Ishgard's writen history but remember "History never lies but Historians do."
What happened on that fateful day may not be what people believed.
Heck won't be surprised if this "Halone" was actually a Ascian.
Midgardsormr also mentioned something quite interesting being that he says that it was the Ishgarian's Ancestors that struck first.
It is possible that the first encounter with the Dragon was not a attack but a attempt to make contact but since the Dragon's ability to communicate with each other is different they failed and this resulted in a misunderstanding that lead to make the Ishgard's ancestors to believe the Dragon was going to attack them.
Though the question also remains is why Ishgard would attempt to kill anyone who mentions they have manage to make proper communication with Dragons. While it could be their religion's attempt to keep the idea that Dragons are mindless animals there is most likely another factor controlling this part.

The person I was responding to said they were suspicious of Ishgard for never providing a reason for fighting the dragons. I just posted the reason we're told in game.
Ishgard has never denied that dragons are intelligent; they just maintain that dragons are evil. And the reason that they would respond negatively to someone claiming to have had a conversation with a dragon is that they know dragons can essentially "temper" people much like primals, and believe that coming into too intimate contact (touching their scales, looking into their eyes etc.) can cause someone to become brainwashed.Though the question also remains is why Ishgard would attempt to kill anyone who mentions they have manage to make proper communication with Dragons.

I have a feeling it's something like Oha-Sok in the WHM story in 1.0. He isn't there to grant us any power or protection, he's there to judge our actions and determine whether we are deserving of something.
What that something is though no one can really say.
