I'm try to join Party Finder keep getting fail to join party and never play with this Recuiter before ,party list not gray out.
try to send tell no response so it BL or an error?

Have you checked what languages are selected by the party leader? Could be that they've deselected the language you're playing with.

It's possible you don't meet the requirements in some way, either not high enough ilvl or your class is not one of the classes listed.

or that you don't match the job or iLVL they are looking for.
Many possibilities. Could also maybe be someone in the group has you BL or you have them BL. Would that prevent the join up if such were the case?

I think only the BL of the leader is taken in account
