If you have the time though you can also just try to continually refresh the servers until Leviathan opens up as an option.
The refresh option is usually faster than waiting for the site to update.

I did this when I was making another character on the Balmung server which is notorious for not "being open" for character creation.
It took me 3 hours of waiting and refreshing on the character creation screen, but my patience paid off. Oh, and I believe the server refresh button becomes available every 3 minutes.
