Looking Into Straight Shot: BRD Theorycrafting

Hey there, fellow BRDs. This has been weighing on my mind a fair bit and it'd be great to get some official attention out of this. First, let's take a look at Straight Shot's tooltip. It is a 140 potency attack that "increases critical hit rate by 10% for 20s." Now, this is where I'm hearing conflicting reports from other players regarding the tooltip:

Is the buff a flat 10% increase, or adds 10% to our critical hit rate stat which is less than a flat increase?

I feel that the ambiguity of the tooltip may cause some confusion, as the tooltip seems to refer to the stat but others report the effect being a flat increase but reports are inconclusive. Either way, a buff is a buff and it's worth keeping up as we BRDs benefit from a higher critical hit rate. Some further counsel, and hopefully official clarification, would be greatly appreciated.

Thank you for reading in advance, and please keep discussion civil.

Straight Shot = 10% Critical hit rate.

If you have 15% crit, and you use straight shot, you have 25% crit.

If you have 55% crit, and you straight shot, you get 65% crit.
    10% flat.

Even more awesome if coupled with Internal Release for 20% >D

OP: It is a flat 10% but having a higher crit value will also help and add to that 10%
