It seems the progress can be reduced to 4 progress moves after all. However it's no joke. You need a minimum of 541 Craftsmanship at least to do a 4 progress moves for regular 4 stars recipe. How you come up with the 541 is up to you. Melding combination between i70 off hand and your i60 Artisan Apron Chest is very flexible and in the end, I'm afraid what you should meld is depending on what food you will end up using and your own personal taste in the double MM2 Rotation. Craftsmanship food will take priority over CP food once you can hit 541 Craftsmanship to do 4 progress moves. (Note: 4 Progress Moves is not possible without Craftsmanship food, so you're essentially trading in at least 25 CP from HQ Boul to a Craftsmanship food that provides 17/18 CP depending on which you use.)
Chest cannot be capped. If you're a 4stars crafter. Meaning you meet the minimum requirement for 4stars crafting. You want to cap Control and CP first and leave craftsmanship uncapped (I went Craft IV, Craft IV, Control III, Control III, CP III) since I just wanted to be fancy. You can get away with Craft III (You got this chest for the additional 3 Control on it compared to i55 or you're upgrading from i70 turn in. Either ways. You don't need to cap Craftsmanship as it will be worthless to you at current 4 stars level.). This is an extremely safe bet and some explanation are below.

Short version: We get new Main hands that gives 31+ crafting and OPTIONAL ARTISAN PIECES WHICH ARE NOT BIS (Besides i60 Chest, both Crafted and Turn in version of chest was added in this patch)
STAT WISE
The 31 crafting plus on Lucis (New Main Hand) alone is more than enough to abolish the 15 craftsmanship on our current off hands. Craftmanship + no longer are needed or suggested on off hands as melds as it does not reduce the standard 5x progress moves to complete 4 stars by anymore than what we could prior to the 2.5 patch.
GEAR WISE

Crafted Artisan Hand/Pants/Shoes Prior to 2.5 full melded will overtake the new turn ins Artisan gears which are speculated to not be meldable just like it's "Artisan Spectacle" glasses head counterpart
Despite being i70 the Artisan turn ins are not needed if you rather craft or already have the i60 BIS set.
However the new i70 Turn ins Chest/GLove/Pants/Shoes are probably a lot cheaper and were added as an optional crafting route to aid crafters who are low on funds.
