Sadly, due to the way gear was implemented in this game, we'll never see anything like an Ebisu Rod. Or, for that matter, an "ultimate" anything. All gear has primary stats on it. As time passes, new gear is introduced with higher collections of stats. Even if the Dev team wanted to become creative, any cool bells and whistles they would put on a piece of gear will eventually become overshadowed by the item level creep. It's actually one of the most depressing things about this game; it's hard to become attached to any piece of gear, or feel any kind of thrill about obtaining a difficult-to-get item because you know in just a few months it will be, at the very best, a glamour piece.
Ebisu only worked as the ultimate rod in FFXI because fishing rods HAD no stats, really; at least, no visible ones. Any rod could be equipped at any level. The only "stats" one had to worry about was the kind of fish the rod could catch and how likely it was to break. Coming up with an ultimate rod was easy: make it unbreakable, and capable of catching any kind of fish. Then, give it a horrendous grindfest of a quest to obtain it.
One thing that I'm slowly coming to realize about FFXIV is that it's impossible to add endgame equipment, because there IS NO ENDGAME. Coil? CT? Ex Primals? Everything we have now is STILL just progression, for content yet to be released. The only way to have endgame equipment is for this progression to stop, a point where there's a cap to what you can achieve through normal gameplay leaving only expert-level content to advance further.
I believe that this game was designed with that in mind. By involving item levels that can take gear well beyond your current level, the potential is there to keep people playing by constantly moving the goalposts. Is this a wise way to design a game? I'm honestly not sure. I guess it depends on whether people are frustrated by the stuff they work so hard to obtained becoming quickly obsolete, or whether they're encouraged by the new challenges that appear.
Regardless of whether it's smart or not, it's what we have. The closest thing you'll EVER have to an "ultimate weapon" is a weapon that evolves with you. Relic weapon progression was, until recently, the only such evolving weapon in this game. Now, it's starting to appear as though Crafter and Gatherer level 50 quest tools are similarly evolving. "Side tools" like Luminary tools and the Ironworks Rod can be compared to things like Primal weapons - awesome when they are relevant, but doomed to be overtaken sooner rather than later.
I kind of DON'T want to see a Lu Shang's or Ebisu appear in the game, as it will be too depressing once that tool gets overtaken by ilvl progression. :/
