A leve issue

It might be just me,but after forcing myself to run the same leves over and over again, I've started to enjoy them! Don't know what that says about me as a person... but I thought it was kind of interesting to note...

I've been trying to get one of my books done, "Book of Skyearth l" to be exact, and have reached the final leve quest. The problem is that I can't seem to get said leve quest to appear as a choice. The leve is called "Don't Forget to Cry" and you'r meant to receive it from the levemete in Camp Bluefog... but no matter how many other leve quests I do in this area, it simply wont appear as one of my choices...
I know what leves become available is random, and it's most likely my bad luck, but I'm starting to run low on leve points, and am getting desperate for it to appear..
Could this be a technical issue of some kind, or is it a normal thing for required leves to simply not appear?

I just did this....

What I did to make it work was:

1) Select/Accept all 4 Levequests available at first.
2) Go do just one of the levequests and then go back (but don't turn it in)
3) Check list: Don't Forget to Cry was a available.
