It's a lot easier to gear 3-star for sure. I found myself having similar thoughts for a bit. I then realized two things:
1. 4-star and BiS still take a daunting amount of resources, especially for the type of people who are rejoicing at the new artisan garb.
2. 3* and 4* still take a lot of skill. That other thread recently where someone was complaining about a 3* with only 700 starting quality reminded me of this. Also, my brother is a crafter who has not been doing high level crafts, but has everything at 50 and recently got the new artisan stuff. Even though I taught him my rotation, he still has trouble making HQ 2* turn-ins for his artisan tools without HQ inputs, whereas I was able to pull them off with all NQ and basically the same stats.

The materials for Lucis tools may be easy enough for anyone to acquire, but skill will be a barrier for many, and let's not forget about the Master 2 books. I think skill is actually going to be the biggest barrier to 4-star for a lot of the new 3* crafters.
