Seems to point to a corrupted system. Did you do a fresh Windows install on this Laptop, or is it running as all factory? (as if you just booted it up out of the box)
I ask because if you did your own new Windows install and didn't install Chipset/System Drivers then it's probably the cause of the issues since the PC doesn't know how to operate and will corrupt the whole OS. If that's the case I'd recommend a Clean Install of Windows with installing all the system Drivers (before letting the laptop connect to the internet - do not let Windows Update find Drivers for you)
If it's the Original Dell, Windows install then if you need to do a clean install there will be a backed up portion of your Hard Drive (Recovery Partition)
You would need to Google how to access it with your Laptop Model though. Some of them are strange, like hold Shift and F5 on startup.
